“Not Just War by Other Means: Cross-Border Engagement as Political Struggle,” is the latest peer-reviewed article from Elliott School Assistant Professor of Political Science and International Affairs Lucia Rafanelli. Published in the October 2023 edition of Constellations: An International Journal of Critical and Democratic Theory, the piece argues, “…that adopting the war paradigm (understanding the non-kinetic elements of hybrid cases as ‘warfare’) has significant democratic costs.” Rafanelli’s analysis further reveals that, “…adopting an alternate political struggle paradigm could mitigate these costs.”
