Sara Gilmer drives anti-trafficking policy and programming at the Department of Justice’s Office for Victims of Crime, which manages the largest amount of federal funding for services for survivors of human trafficking. She analyzes policy and legislation; designs and implements grant award programs, performance measures, and approaches to evaluation; develops and manages national training and technical assistance initiatives; and collaborates with federal interagency partners and a broad range of anti-trafficking stakeholders. Sara previously conducted diplomacy in the Americas and Europe with the Department of State’s Office to Monitor and Combat Trafficking in Persons, where she drafted narratives for the annual Trafficking in Persons Report. As a Boren Fellow, she worked at a grassroots NGO engaged in human trafficking prevention work in Salvador, Brazil.
