Henry R. Hertzfeld

Dr. Henry R. Hertzfeld is a Research Professor of Space Policy and International Affairs at the Elliott School of International Affairs, George Washington University and an Adjunct Professor of Law at GW. He also served as Director of the Space Policy Institute from 2017-2021. Dr. Hertzfeld is an expert in the legal, economic, and policy issues of space and advanced technological development and has served as a Senior Economist and Policy Analyst at both NASA and the National Science Foundation. He teaches courses in Space Law and Space Economics.  

Dr. Hertzfeld has also been a consultant to many U.S. and international organizations, including the OECD and is a member of ACCRES (the DOC/NOAA Advisory Committee on Remote Sensing). He is the co-editor of Space Economics (AIAA 1992). Other publications include a study of the issues for privatizing the Space Shuttle, an analysis of the value of information from better weather forecasts, an analysis of sovereignty and property rights published in the Journal of International Law (University of Chicago, 2005). and an economic analysis of the space launch vehicle industry (2005). Dr. Hertzfeld has also edited and prepared an edition of the Study Guide and Case Book for Managerial Economics (Sixth Edition, W.W. Norton & Co.) and authored a monograph on space innovation (WIPO, 2022). He is the author of journal articles on many issues on space law and economic analysis including legal liability, resources in space, and the debris/congestion issues in space and the macroeconomic benefits and impacts of space R&D. He has consulted for the OECD, NASA, and other agencies, lectured extensively in space law and economic issues in the United States and at universities abroad, and served as a private sector advisor to the U.S. delegation at U.N. space meetings.
