Jyoti Bisbey

Jyoti Bisbey is a global expert in infrastructure finance, climate finance, and public-private partnerships (PPPs) with more than two decades of experience advancing sustainable development and mobilizing investment for resilient infrastructure in emerging and developing economies. She has held senior leadership and advisory positions with the World Bank Group, the United Nations, and international PPP organizations, supporting governments across Africa, Asia, Latin America, Europe, and Small Island Developing States in developing investment strategies, infrastructure projects, and climate resilience programs.

Her expertise spans climate finance, sustainable energy, transport & water, blended finance, private capital mobilization, infrastructure resilience, and public investment management. Throughout her career, she has helped governments and development finance institution’s structure bankable infrastructure programs, strengthen enabling environments for private investment, and develop innovative financing solutions to address climate and development challenges.

Jyoti is an Executive Committee Member of the World Association of PPP Units and Professionals (WAPPP), serves on several international advisory bodies focused on sustainable infrastructure and climate resilience, and is Associate Editor of the Journal of Infrastructure, Policy and Development. She has played a leading role in developing globally recognized professional standards, including the Certified PPP Professional (CP3P) and Private Capital Mobilization (PCM) credential programs.

A frequent lecturer, speaker, and author, Jyoti's work focuses on the intersection of international development, climate policy, infrastructure investment, and sustainable finance. Her research and professional contributions emphasize mobilizing private investment for infrastructure development, climate mitigation and adaptation, particularly in developing countries. She holds an MBA from George Washington University, an Executive Diploma from Harvard University, and an Honors Degree in Mathematics from St. Stephen's College, University of Delhi.
