Jennifer Fox

Jennifer Fox has over 20 years of experience providing technical assistance and training to governments across the globe. She currently serves as an Intermittent Advisor with the U.S. Treasury Department Office of Technical Assistance (OTA), helping various countries enhance their planning, budgeting, and monitoring processes. Jennifer also serves as a Senior Advisor with the Institute for State Effectiveness supporting a U.S. Department of State and USAID-funded fiscal transparency project in Lesotho, and she is about to begin a participatory impact evaluation of Zoe Empowers, a non-profit organization empowering orphans and vulnerable children and youth globally. Previously, Jennifer co-led efforts to implement a new monitoring and evaluation system and program at OTA and prior to that she served as an OTA Intermittent and Resident Budget Advisor to the governments of the Gambia, Honduras, Afghanistan, and the Dominican Republic. Prior to working at OTA Jennifer worked for the Texas Legislature as a budget and policy analyst overseeing the budgets and evaluating programs of several of the state’s largest agencies.

Jennifer is also an adjunct professor in the Global Capstone Program at the Elliott School of International Affairs at George Washington University. Her students’ projects have focused on developing innovative strategies to promote women, address gender inequality and corruption in various sectors, and help provide economic opportunities to refugees and other fragile communities. She also served as a mentor and resource person in a UN Institute for Training and Research Fellowship program for over 10 years to help Afghans develop solutions to pressing humanitarian problems. She holds a joint Master’s degree in Public Affairs and Russian, East European, and Eurasian Studies from the University of Texas.
