Dr. Noble serves as the Bureau Chief Data Officer and Director, Office of Advanced Analytics in the Department of State’s Bureau of Conflict and Stabilization Operations (CSO). Dr. Noble leads the Bureau’s efforts to harness data analytics to enhance agile foreign policy decision making on issues related to conflict prevention and stabilization. Dr. Noble joined CSO from the private sector, where he co-founded Blackcloud International, LLC, a leading data analytics firm based in Abu Dhabi, UAE. He also previously served as the Pinkerton Consulting & Investigations, Inc. Director for the State of Florida.

Additionally, Dr. Noble spent nearly a decade with the Central Intelligence Agency (CIA) where he held multiple senior leadership positions. During his tenure with the Agency, Dr. Noble negotiated several bilateral foreign intelligence agreements; produced numerous all-source reports and analyses; and successfully completed tours in Bangkok, Thailand and Tel Aviv, Israel.  

Dr. Noble holds a Ph.D. and M.A. in International Relations & Comparative Politics from Miami University, and a B.A. in Political Science from Capital University.
