Using newly declassified documents, "Hunting the Red Bear" illustrates that reconnaissance satellites were, in fact, part of the US "Second Offset Strategy" in which the Pentagon pursued an edge over the USSR via advanced technologies. This spurred the development of satellite tracking weapons and, in turn, the space arms competition of the late Cold War. To learn more check out the complete article online.
