Devin Lynch

Devin Lynch is the Senior Director of the Paladin Global Institute. He previously served in the White House’s Office of the National Cyber Director (ONCD) as Director for Cyber Policy and Strategy Implementation. In this role, he coauthored two National Cybersecurity Strategy Implementation Plans, led the interagency coordination group charged with implementing the National Cybersecurity Strategy, and tracked federal progress toward its completion. 

Devin brings extensive public policy experience from prior roles as a Professional Staff Member in the U.S. House of Representatives, a Legislative Aide in the U.S. Senate, and senior policy and legislative affairs positions at the Departments of Defense and Homeland Security. He has served in the U.S. Navy Reserve for over 20 years, including deployments to Iraq and Afghanistan.
