Lida Noory

Lida Noory is a creative, service-driven leader and advocate. She has nearly 20 years of experience in the non-governmental and federal government sectors, leading policy development and managing programs related to foreign policy and global gender equity and equality issues. She is also passionate about harnessing the power of the arts to address social justice and gender equity challenges.

As a White House Leadership Development Program Fellow, Ms. Noory will bring her empathic and collaborative leadership approach to advance the priorities of the Office of Science and Technology Policy.

Since 2008, Ms. Noory served in critical program and policy leadership roles in the Secretary’s Office of Global Women’s Issues at the U.S. Department of State. She led the Iraq and Afghanistan portfolios and managed broader regional issues in South and Central Asia and East Asia Pacific. She also let a team focused on combating and preventing gender-based violence supporting women’s economic empowerment, adolescent girls, women, peace, and security as well as United Nations multilateral engagement.

Ms. Noory currently serves as the Division Chief for Women, Peace and Security (WPS) where she led a team of policy officers on the development, interagency coordination, and implementation of the U.S. Strategy on WPS, Department of State’s WPS Implementation Plan, and corresponding annual Congressional reporting processes. More recently, she supported the U.S. Special Advisor on International Disability Rights as a senior advisor working to advance the mission to promote and protect the human rights of persons with disabilities.

Ms. Noory joined the McCain Institute Global Leaders program on a detail where she coordinated with the non-profit organization City Year in New Orleans, which focuses on supporting students and schools of the city succeed and is a 2023 Rodel Federal Executive Fellow. She holds a Bachelor of Arts in media studies as well as studies of women and gender and a minor degree in studio art from the University of Virginia.

Ms. Noory is always open to an adventure in nature and enjoys collecting vinyl records and attending live music and sporting events.
